Homeland Security Investigations charged Katya Rodriguez and four others after work with U.S. Attorney offices and, in New Jersey, the FBI and U.S. Citizenship and Immigration Services. The cases involve two illegal immigrants, additional non-citizens, and one U.S. citizen accused of aiding them.
In Pennsylvania, a grand jury indicted Rodriguez, 30, an illegal alien from Mexico living in Harrisburg, for a false statement of citizenship, fraudulent registration, and voting as an alien in 2024. She faces up to 11 years if convicted. Marisol Guzman, 50, of Carlisle, was charged with voting as an alien in 2024. Her husband, Thomas Holtzman, 68, a U.S. citizen, was charged with a false statement of citizenship and aiding and abetting fraudulent registration. He faces up to 10 years; she faces up to one year.
In New Jersey, Mercedes Alexandra Cardoso of Union County was charged with voting by an alien in a federal election. Prosecutors say she registered online, falsely certified U.S. citizenship, and voted in the June 2024 presidential primary while present from Ecuador on a B-2 visa. She faces up to one year if convicted.
In Wisconsin, Jesus Javier Jurado Garcia, 25, an illegal alien from Mexico living in Beloit, was charged with voting as an alien in the November 8, 2022, election for U.S. Senate and House. He faces up to one year if convicted.
What Officials Stated About Election Integrity
Attorney General Todd Blanche said only eligible American citizens may vote for their representatives. FBI Director Kash Patel said the five individuals, including two illegal aliens, stole votes from American citizens. U.S. Attorney Brian Miller said illegal voting steals the power of citizens’ votes. U.S. Attorney Robert Frazer said even one illegal vote is one too many.
The White House stressed that only Americans should elect American leaders. That rule is already Federal law.
Why the SAVE America Act Strengthens Proof of Citizenship
Self-certification left gaps that allowed ineligible registration. President Trump has called on Congress to pass the SAVE America Act to require documentary proof of citizenship at registration, photo identification at the polls, and removal of registrants when officials receive verified information that a person is not a citizen. When a non-citizen votes, a citizen’s ballot is diluted. Enforcement by Federal prosecutors and HSI special agents is the accountability now underway. These Federal cases put that principle into action. Every defendant is presumed innocent until proven guilty.
