The FBI stopped an alleged ISIS-inspired attack plot by arresting 21-year-old Jonathan Hunter Kramer of Valencia in Butler County after tracking him to a Cranberry Township hotel. Agents found a semiautomatic rifle, 190 rounds of ammunition, knives, and a prayer rug before the mission could proceed.

FBI agents interdicted Kramer as he returned to the hotel with three 30-round magazines and five boxes of ammunition, then executed search warrants. Seized items included a semiautomatic rifle, five magazines (two loaded), a bipod and scope, 190 rounds, an entrenchment tool, a prayer rug, pepper spray, and about 30 knives. On September 12 he left home with a bag, bought a disposable phone, took a long black bag from a vehicle, and paid cash for the room.
Using the online name Hamza Al Rashid, Kramer pledged allegiance to ISIS, shared explosives manuals, and prepared for what he called his mission, saying he needed only a weapon. He is charged with receiving a firearm and ammunition knowing they would be used to commit a federal crime of terrorism, including material support to a designated Foreign Terrorist Organization.

Attorney General Todd Blanche said outstanding work thwarted this alleged attack before innocent lives could be lost as Americans observed the 25th anniversary of 9/11. The Department of Justice will relentlessly pursue anyone who seeks to terrorize the American people. FBI Director Kash Patel said the subject was allegedly plotting a violent attack in support of ISIS while engaging with propaganda, building attack concepts, and acquiring weapons. Assistant Attorney General John Eisenberg said Kramer was taken into custody just as he appeared to be preparing for a mass shooting that could have taken many lives. U.S. Attorney Troy Rivetti called the conduct profoundly concerning and commended the intervention.
Prior Juvenile Mass-Casualty Plot and Hamza Al Rashid Activity
Kramer has been known to the FBI since 2023, when as a minor he was adjudicated delinquent in Pennsylvania for a mass-casualty plot and for possessing child sexual abuse material. After March 2026 release from juvenile detention, an anonymous tip reported mysterious packages and contact with prior associates. Investigation confirmed the Hamza Al Rashid persona and statements that the mission was ready once a weapon was obtained.
September 14 Court Appearance and America First Security Stakes
Kramer made his initial court appearance on September 14 and remains in custody. Prosecutors asked that he be held without bond as a danger to the community.
