DHS Secretary Markwayne Mullin stated that too many American lives have been lost or permanently changed because illegal aliens who have no business being on our roads have been granted CDLs. He said ICE and the Department of Transportation will crack down so that not one more American life is lost to a reckless illegal alien behind the wheel of a semi-truck.
Over 100 Fraudulent CDL Schools Shut Down
This follows shutdowns of over 100 fraudulent CDL schools and joint operations with the Department of Transportation to target issues in training, testing, and licensing. Officials removed 110 commercial driver training schools linked to more than 5,000 English-language proficiency violations. Homeland Security Investigations targeted more than 200 driving schools across 23 states. Operation Highway Shield removed more than 800 dangerous truckers, including 51 illegal aliens, in three days.
Massachusetts CDL Crash That Killed a Pennsylvania Trooper
Officials cite crashes like one where an illegal alien with a Massachusetts CDL killed a Pennsylvania State Trooper. In July 2026, Michael Bon, an illegal alien from Haiti holding a Massachusetts commercial driver’s license, caused a semi-truck crash that killed Trooper Michael Pahira on Interstate 81. ICE lodged a detainer.
USDOT Fatal Crash Data and Federal Action
A USDOT report notes such cases represent less than half a percent of over 5,000 annual fatal truck crashes. DHS rejects treating that share as acceptable. Every death caused by an illegal alien or an unqualified commercial driver is preventable. The effort aims to remove dangerous drivers through public tips and federal action.
DHS framed the work as a whole-of-government mission with the Department of Transportation, the Department of Justice, and the White House Task Force to Eliminate Fraud. New rules restrict most non-domiciled CDL issuance.
