Mahan Air, long sanctioned by the United States and the European Union, has served as a critical conduit for the IRGC’s movement of weapons, operatives, and military equipment worldwide. Although it presents itself as a civilian carrier, the airline has provided travel services for IRGC-Qods Force personnel, facilitated military training, and supported Iran’s procurement and transport of unmanned aerial vehicle systems and weapons.
Companies like Shanghai Wings International Logistics Co in China and Skiez Travels and Logistics Private Limited in India coordinated logistics and sales on behalf of Mahan Air. China-based Tang Xin, managing director of Shanghai Wings and executive director of Shanghai Elite International Travel Co, coordinated travel and sales. Russia-based Air Cargo Pro Limited also served as a general sales agent. Meanwhile, Iran’s DadeNegar Startup Studio, an IRGC-affiliated front company, solicited strike targets on U.S. assets and received requests for strikes on American and Israeli equipment in the Middle East.
Secretary of the Treasury Scott Bessent warned that such support fuels a terrorist enterprise. Those who provide financial services, logistics, or commercial support to the IRGC or Mahan Air help sustain that enterprise. The designations block their U.S. assets and transactions under Executive Order 13224, as amended, to disrupt Iran’s destabilizing activities across the region and deny the IRGC access to resources.
Strategic Implications of the Treasury Sanctions on Iranian Networks
This action advances efforts to intensify economic pressure particularly in response to reckless attacks against regional states and commercial vessels in the Strait of Hormuz. By cutting off these support networks, the measures hinder Mahan Air’s ability to operate globally and limit the IRGC’s capacity for kinetic targeting and weapons movement.
All property and interests in property of the designated persons in the United States or controlled by U.S. persons are blocked. Transactions involving them are prohibited, and secondary sanctions risks apply to foreign financial institutions that facilitate significant transactions on their behalf.
