GOP Lawmakers Call for Reform of the Restaurant Meals Program

Data shows that more than $524 million in SNAP benefits was spent at fast-food establishments between June 2023 and May 2025, with California accounting for approximately $475 million of that total. Chains including Subway, McDonald’s, Burger King, Wendy’s, KFC, and Dairy Queen have become major recipients of these funds in the nine states that participate in the expanded program.
Senator Ernst stated that SNAP is intended to feed hungry families with nutritious food, yet loopholes have directed half a billion dollars toward burgers and fries. She emphasized partnership with the Trump administration to realign the program so that the “N” stands for nutrition rather than nuggets. This effort aligns with the administration’s Make America Healthy Again initiative aimed at reducing diet-related chronic disease.

Allowing benefits to be used extensively at fast-food restaurants represents a clear instance of waste, fraud, and abuse of taxpayer resources. By closing this loophole, officials can ensure that SNAP resources support grocery purchases of wholesome foods rather than subsidizing chains. This reform protects the integrity of the assistance program, prioritizes the nutritional needs of beneficiaries, and prevents further distortion of market prices driven by non-paying demand. The Trump administration’s secretaries are now positioned to implement tighter eligibility rules focused on healthy prepared options while excluding fast-food dominance, delivering accountability and better outcomes for both recipients and taxpayers.
